Could Music and Art Help Change the World?

Music can make people laugh and cry. Music can inspire and provoke. Music has even been used in the military for centuries to spur people on into battle. Remember the battle of Jericho?
Lately, funding for education in music and the arts has been cut severely. If it's not something "left brained," the government and people don't want to fund it. It's not productive, they say... yet, they use it to pass subliminal messages and improve your mood when you're shopping. Aren't musicians and artists worth compensation for the things they provide not only to business, but to the joy in our daily lives?
People seem to put far too little value in music and art these days. They don't seem to understand the relevance to the human spirit that they have... though they do use both music and art if they think it'll help 'em make a buck when they're pitching something to you on television in a commercial. Music became all but dead when Rap hit... especially "Gangsta Rap." It was mostly bad, abusive writing set to a beat. Very little melody involved.
If music and art were used for good, could it change the world? It seemed to help make a change in the attitudes toward Viet Nam War with Woodstock. Since the whole world seems to be at war now, wouldn't a WORLDstock be appropriate? I like to think so, but I have to admit to being a little attached to this issue. After all:

RESOLUTION 1089 By: Key
AS INTRODUCED
A Joint Resolution claiming sovereignty under the
Tenth Amendment to the Constitution of the United
States over certain powers; serving notice to the
federal government to cease and desist certain
mandates; and directing distribution.
WHEREAS, the Tenth Amendment to the Constitution of the United
States reads as follows:
"The powers not delegated to the United States by the
Constitution, nor prohibited by it to the States, are reserved to
the States respectively, or to the people."; and
WHEREAS, the Tenth Amendment defines the total scope of federal
power as being that specifically granted by the Constitution of the
United States and no more; and
WHEREAS, the scope of power defined by the Tenth Amendment means
that the federal government was created by the states specifically
to be an agent of the states; and
WHEREAS, today, in 2008, the states are demonstrably treated as
agents of the federal government; and
WHEREAS, many federal mandates are directly in violation of the
Tenth Amendment to the Constitution of the United States; and
WHEREAS, the United States Supreme Court has ruled in New York
v. United States, 112 S. Ct. 2408 (1992), that Congress may not
simply commandeer the legislative and regulatory processes of the
states; and
WHEREAS, a number of proposals from previous administrations and
some now pending from the present administration and from Congress
may further violate the Constitution of the United States.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES
AND THE SENATE OF THE 2ND SESSION OF THE 51ST OKLAHOMA LEGISLATURE:
THAT the State of Oklahoma hereby claims sovereignty under the
Tenth Amendment to the Constitution of the United States over all
powers not otherwise enumerated and granted to the federal
government by the Constitution of the United States.
THAT this serve as Notice and Demand to the federal government,
as our agent, to cease and desist, effective immediately, mandates
that are beyond the scope of these constitutionally delegated
powers.
THAT a copy of this resolution be distributed to the President
of the United States, the President of the United States Senate, the
Speaker of the United States House of Representatives, the Speaker
of the House and the President of the Senate of each state's
legislature of the United States of America, and each member of the
Oklahoma Congressional Delegation.

Republican presidential hopeful Ron Paul is to be honored by
grassroots activists as the first Civil Rights leader of the 21st Century.

all individuals who share superficial physical characteristics are
alike: as collectivists, racists think only in terms of groups."
Paul has raised more money in the 4rth quarter than his opponents yet
has not been able to break through the 10% barrier in the first couple
contests of the GOP nomination process. This is largely because of a
corporate media blackout.
As it stands now, the two frontrunners Mike Huckabee and John McCain
are not financially viable to compete on Super Tuesday without
millions of dollars of free media to propel them. Mitt Romney can
continue to self finance his campaign if desired.
Paul, already financed through Super Tuesday, which is February 5th,
may find himself with another windfall in a couple weeks.

Presidential candidate Dennis Kucinich endorses Congressman Ron Paul,
suggesting he may be exactly what the US administration needs.
Kucinich said the libertarian- leaning Republican can provoke debate on
important issues to help America strengthen its position.
When asked who he would choose as his running mate if nominated, the
Democrat mentioned Ron Paul describing him as a person of integrity,
vision, and courage.
He then pointed to the glass etching of the American eagle in the US
House of Representatives and said the administration is also in need
of two wings to fly, a right wing and a left wing.
Kucinich said his foreign policy is very similar to that of Ron
Paul's, adding that he does not want his party to just represent
unilateral politics.
Democrat candidate Dennis Kucinich, who opposed the war authorization
bill five years ago, has repeatedly warned against launching a
military attack on the Islamic Republic of Iran.

This is a time of shame and sorrow. It is not a day for politics. I have saved this one opportunity, my only event of today, to speak briefly to you about the mindless menace of violence in America which again stains our land and every one of our lives.
It is not the concern of any one race. The victims of the violence are black and white, rich and poor, young and old, famous and unknown. They are, most important of all, human beings whom other human beings loved and needed. No one - no matter where he lives or what he does - can be certain who will suffer from some senseless act of bloodshed. And yet it goes on and on and on in this country of ours.
Why? What has violence ever accomplished? What has it ever created? No martyr's cause has ever been stilled by an assassin's bullet.
No wrongs have ever been righted by riots and civil disorders. A sniper is only a coward, not a hero; and an uncontrolled, uncontrollable mob is only the voice of madness, not the voice of reason.
Whenever any American's life is taken by another American unnecessarily - whether it is done in the name of the law or in the defiance of the law, by one man or a gang, in cold blood or in passion, in an attack of violence or in response to violence - whenever we tear at the fabric of the life which another man has painfully and clumsily woven for himself and his children, the whole nation is degraded.
"Among free men," said Abraham Lincoln, "there can be no successful appeal from the ballot to the bullet; and those who take such appeal are sure to lose their cause and pay the costs."
Yet we seemingly tolerate a rising level of violence that ignores our common humanity and our claims to civilization alike. We calmly accept newspaper reports of civilian slaughter in far-off lands. We glorify killing on movie and television screens and call it entertainment. We make it easy for men of all shades of sanity to acquire whatever weapons and ammunition they desire.
Too often we honor swagger and bluster and wielders of force; too often we excuse those who are willing to build their own lives on the shattered dreams of others. Some Americans who preach non-violence abroad fail to practice it here at home. Some who accuse others of inciting riots have by their own conduct invited them.
Some look for scapegoats, others look for conspiracies, but this much is clear: violence breeds violence, repression brings retaliation, and only a cleansing of our whole society can remove this sickness from our soul.
For there is another kind of violence, slower but just as deadly destructive as the shot or the bomb in the night. This is the violence of institutions; indifference and inaction and slow decay. This is the violence that afflicts the poor, that poisons relations between men because their skin has different colors. This is the slow destruction of a child by hunger, and schools without books and homes without heat in the winter.
This is the breaking of a man's spirit by denying him the chance to stand as a father and as a man among other men. And this too afflicts us all.
I have not come here to propose a set of specific remedies nor is there a single set. For a broad and adequate outline we know what must be done. When you teach a man to hate and fear his brother, when you teach that he is a lesser man because of his color or his beliefs or the policies he pursues, when you teach that those who differ from you threaten your freedom or your job or your family, then you also learn to confront others not as fellow citizens but as enemies, to be met not with cooperation but with conquest; to be subjugated and mastered.
We learn, at the last, to look at our brothers as aliens, men with whom we share a city, but not a community; men bound to us in common dwelling, but not in common effort. We learn to share only a common fear, only a common desire to retreat from each other, only a common impulse to meet disagreement with force. For all this, there are no final answers.
Yet we know what we must do. It is to achieve true justice among our fellow citizens. The question is not what programs we should seek to enact. The question is whether we can find in our own midst and in our own hearts that leadership of humane purpose that will recognize the terrible truths of our existence.
We must admit the vanity of our false distinctions among men and learn to find our own advancement in the search for the advancement of others. We must admit in ourselves that our own children's future cannot be built on the misfortunes of others. We must recognize that this short life can neither be ennobled or enriched by hatred or revenge.
Our lives on this planet are too short and the work to be done too great to let this spirit flourish any longer in our land. Of course we cannot vanquish it with a program, nor with a resolution.
But we can perhaps remember, if only for a time, that those who live with us are our brothers, that they share with us the same short moment of life; that they seek, as do we, nothing but the chance to live out their lives in purpose and in happiness, winning what satisfaction and fulfillment they can.

. First, he passed the Patriot Act which basically overrode all but one of the amendments in the Bill of Rights. Next, he signed the National Security and Homeland Security Presidential Directive which basically gave him the power of a dictator during a crisis of great evil, such as someone writing something nasty about him in their blog and ruining his government social functions. Next, he signed the Executive Order: Blocking Property of Certain Persons Who Threaten Stabilization Efforts in Iraq. Now it's the Executive Order: Blocking Property of Persons Undermining the Sovereignty of Lebanon or Its Democratic Processes and Institutions. Is there no end to President Bush's lust for power? Which country is next?
President Bush has already hired Tony Blair. On the day he stood down as Prime Minister, he was appointed official Envoy of the Quartet on the Middle East on behalf of the United Nations, the European Union, the United States and Russia. Then, the president brainwashed or bribed Gordon Brown (see Gordon Brown Assimilated by Bush Borg). It's obvious that the United Kingdom is already within his grasp.
On Friday, the Senate passed the Bush terrorism spy bill giving him authority to eavesdrop on suspected foreign terrorists without court warrants. Meanwhile, The House rejected a Democratic version of the bill.
The bill "will give our intelligence professionals the essential tools they need to protect (bring terror upon) our nation," said Bush. "It is urgent that this legislation become law as quickly as possible."
Democrats excoriated the GOP plan, which Sen. Jay Rockefeller, D-W.Va., said "provides a weak and practically nonexistent court review."
Sen. Russ Feingold, D-Wis., angrily chastised his colleagues for bending to the administration's will, saying, "The day we start deferring to someone who's not a member of this body ... is a sad day for the U.S. Senate," Feingold said. "We make the policy - not the executive branch."
Civil liberties advocates said they were outraged that Democratic-led Senate would side with the White House. One spokesperson said, "We're hugely disappointed with the Democrats," said Caroline Fredrickson, legislative director for the American Civil Liberties Union. "The idea they let themselves be manipulated into accepting the White House proposal, certainly taking a great deal of it, when they're in control - it's mind-boggling."
"I hope that there are no attacks before we are able to effectively update this important act," said Rep. Lamar Smith of Texas, top Republican on the House Judiciary Committee, hinting at the new terrorist attack that Bush is scheduling, according to a 'gut feeling.' Bush has said he would reject any bill that his intelligence director deemed unable "to prevent an attack on the country."
"We've worked hard and in good faith with the Democrats to find a solution, but we are not going to put our national security at risk," Bush said after meeting with counterterror and homeland security officials at FBI headquarters Friday morning. "Time is short… Our scheduled terrorist attack that will allow me to declare Martial Law is coming up on the calendar. I'd hate at' hafta' reschedule the attack. This bill will be more likely to protect the American people against terrorist attacks by those evildoers who want to do us harm. Those harm doers who want to do us evil… well, you know whut ah mean."

Democrats in the Senate appear to have caved again to the Bush administration's fearmongering tactics. This time, they've negotiated a 'compromise' fix to the Foreign Intelligence Surveillance Act (FISA) sought by Bush that grants full retroactive amnesty to the telecom giants for participation in his illegal program to spy on Americans. But why amnesty? Bush wants retroactive immunity for the telecom companies to thwart civil liberties lawsuits that threaten to expose his own violations of the original FISA law. If these lawsuits aren't allowed to go forward, we may never know the extent of the Bush administration's illegal efforts to spy on American citizens without the required warrants. Senator Rockefeller of West Virginia -- flush with new contributions from telecom company executives -- has pushed a draft bill through the Senate Intelligence committee. But Senator Dodd of Connecticut has courageously stood up and requested a "hold" on this bill until the retroactive immunity is taken out. Regrettably, though, Senate Majority Leader Harry Reid does not seem ready to respect the Senate's tradition of honoring another Senator's "hold," so Senator Dodd may be forced to actually filibuster the bill. To show support for Senator Dodd on this issue, all of our senators need to hear that we support him in resisting retroactive immunity for violations of our constitutional rights. | A Review of Recent Legislation (Or, Why The Past Is Prologue).... | for everyone |
Quite a bit has been made of late regarding the Bush Administration's frontal-assault on the Constitution. Without a lot of commentary, I'd like to review the actions of Bush and Company over the past few years, with some links you can use to do your own reading (each section is prefaced by a blue-text heading. That text itself is a link either to the original legislation, or to a larger article where you can find it).
If, as one of my online-friends said, your lives are better off under Bush, then you might wonder what the 'flap' is about.
I'm hoping to dispel a few things today.
This is probably, in retrospect, the least-controversial of the anti-terrorism laws passed since 2001. Sometimes called the 'Wiretap Law', this one gave the government some rather far-reaching ability to snoop into our daily lives. It's been compared to the Reichstag Fire Decree of 1933, and while there are some eerie similarities, the U.S. Congress put 'sunset' clauses in the Patriot Act which required renewal.
While several provisions have been struck down over the years and while Congress has instituted substantial civil-liberties safeguards, the bulk of the provisions, including 'roving wiretap' authorizations, are still in force until 2010.

The main United States detention camp for suspected terrorists (it's not officially called a 'prison') is located at the Guantanamo Bay Naval Base in Guantanamo, Cuba.
To fully understand why it's located there, and why it's a problem, we have to review a little history.
After the Spanish American War, the U.S. Navy located a base in Guantanamo in order to support naval operations in the region and to assist the new Cuban government. This was accomplished by a lease-in-perpetuity, which may be broken only if both governments agree.
In 1959, when Castro came to power, he cashed the first lease-payment tendered to his new government. While he has refused to do so since then, the U.S. government has insisted that this first act ratified the lease under the new government established by the Cuban revolution. (Note: This has been open to debate under international law; the Cubans citing the Vienna Convention on the Law of Treaties.)
This has created a unique situation.
First, Guantanamo is the only U.S. naval base in a nation with which we have no diplomatic relations. This literally means that we're 'squatting' on Cuban soil with the tacit-if-begrudging permission of the Cuban government.
Put in blunt terms, while we run the place, we don't own it. It's not ours, and it's technically not American soil.
As Guantanamo is not American soil, and as we have no diplomatic relations with Cuba, nor any intention of improving our relations with Cuba, this places Guantanamo in a unique position among American military installations. It's literally a 'land where law does not apply'.
In establishing this camp in 2002, the U.S. was in putative violation of the Geneva Convention - however, with no declared war, and with the detained 'combatants' not being members of a standing army, there was question as to whether or not the Geneva or Hague conventions applied - especially as the location of the camp was placed, some said conveniently, in the only location where no law other than the Uniform Code of Military Justice was applied.
In sum - if detained at Guantanamo, the U.S. constitution doesn't apply. Period.
This scenario also brings us to the next topic.
The MCA was passed in 2006, in response to international pressure to somehow codify our detention of persons we'd determined to be 'enemy aliens' and 'enemy combatants' during the initial days of our invasion of Afghanistan, and later Iraq.
Intended to be an answer to the question of 'which law applies to detainees', the MCA has come under intense criticism for the following reasons:
-- It was enacted by the U.S. Congress, and as congress derives its power from the constitution, there is serious question not only to the validity of major portions of the Act, but question as to whether the passage of the Act invokes constitutional protection over civilians detained at Guantanamo.
-- Regardless of the famous "ex parte Milligan" case after the Civil War (where Lincoln's revocation of the rule of habeus corpus was overturned after the fact), the MCA denies habeus corpus - the ability of an individual to seek redress from unlawful detention - to anyone detained under its auspices.
-- Regardless of rhetoric, the MCA may apply to U.S. citizens, as well as non-citizens - simply by the act of the U.S. government declaring that an individual is an 'enemy combatant'. The definition of 'enemy combatant' as defined under the MCA is left to the government. This could apply to anyone the government deems to have 'given aid and comfort to the enemy' or had 'engaged in acts of terrorism' - -this could include something like donating money to an Afghan charity - or blogging about the excesses of the U.S. government.
(Anecdote: Jose Padilla, a U.S. citizen, has been held since 2002 after having been detained as an 'enemy combatant' - said declaration having been made by President Bush. To this day, he has not been charged with a crime, and cannot leave prison due to the provisions of the MCA).
Military Order Declaring State of Emergency
In November of 2001, President Bush, in something which was reported mainly by the independent media, issued a rare Proclamation 7463, declaring a State of Emergency.
(This should be considered different than the State of Emergency declared by President Clinton by Executive Order 12947, which is still ongoing).
In Proclamation 7463, Bush stated that he will be invoking several sections of U.S. code. While several of these are rather mundane, involving the promotion of military officers and other related chores, others can have more overarching meaning, such as freezing military personnel in-grade and requiring successive deployments as long as the 'emergency' lasts; calling up the ready-reserve for the 'duration'; recalling retired officers or enlisted personnel to active duty, and the retention of any military personnel beyond their term of enlistment.
This State of Emergency exists through September, 2007, and may be renewed beyond that point.
This is the one which has received a lot of indie-media attention of late. In it, Bush has provided "guidance for continuity" in the event of a 'catastrophic emergency'.
The term 'catastrophic emergency' is vague-by-definition in the directive. While the stated intent is to provide the nation with continuity of government, it allows the government to literally shut down all civil liberties the moment it is invoked.
In other words - dictatorship.
In fairness to the current administration, this Directive merely capitalizes on legislation which was passed by the Clinton administration in 1996 (the Defense Authorization Act), which allowed the military to intervene directly in the case of a national emergency.
(Note: This is contrary to the Posse Comitatus Act of 1878, which forbids the use of the military to intervene in civilian police or judicial functions. While it's still in force, the Posse Comitatus Act is not enforced, nor do the majority of U.S. citizens seem concerned with the increased militarization of its civilian institutions).
This is the nasty one.
Passed just this month, it allows the government to seize any and all property from any person who 'threatens the stabilization efforts in Iraq'.
The definition of this term is left vague - in fact, so vague that anyone who speaks out against the war could be classified in this manner.
House Resolution 1955/Senate 1959
It just keeps coming.
This piece of legislation is the last in a series, removing the last of our basic civil rights regarding free-speech. The Act, entitled "Violent Radicalization and Homegrown Terrorism Prevention Act" is written with such a broad brush that it allows for the incarceration without trial of anyone who speaks out against the U.S. government in any manner, for any reason.
The bill prohibits "ideologically based violence", and defines this as "the use, planned use, or threatened use of force or violence by a group or individual to promote the group or individual's political, religious, or social beliefs."
There is no definition of 'force'.
As such, a person who hands out Bible tracts for Campus Crusade could be arrested. A person who writes letters to his congressperson disagreeing with the government's position on something could be arrested.
I'm hoping you get the point here.

Summation
What we have here is a failure to communicate.
We've allowed this to happen, in the words of one pundit, in the same manner as the 'frog in the boiling pot' - turn the heat up a little at a time, and he'll boil - because he's doing his best to acclimate through each increase.
Little by little, we're watching our treasured civil liberties disappear.
I hope this exercise was worth the time - because many of these actions have only been reported by the independent media, it's a cinch that many of you were simply unaware of the legal implications - I'm sure many of you have just never seen these posted all-at-once.
I'm hoping that, in seeing these posted together and reviewing the actions of the past six or seven years for what they are, you're now also seeing why there's a very real danger.
Any action is up to you. I'm sure by now you're thinking that there is something very wrong with this country, and you're wondering what to do.
A good start is in the 'References' section, below - -find your congresspeople and senators, and start writing.

1. Powerful and continuing expressions of nationalism

From the prominent displays of flags and bunting to the ubiquitous lapel pins,
the fervor to show patriotic nationalism, both on the part of the regime itself
and of citizens caught up in its frenzy, was always obvious. Catchy slogans,
pride in the military, and demands for unity were common themes in expressing
this nationalism. It was usually coupled with a suspicion of things foreign that
often bordered on xenophobia.
2. Disdain for the importance of human rights

The
regimes themselves viewed human rights as of little value and a hindrance to
realizing the objectives of the ruling elite. Through clever use of propaganda,
the population was brought to accept these human rights abuses by marginalizing,
even demonizing, those being targeted. When abuse was egregious, the tactic was
to use secrecy, denial, and disinformation.
3. Identification of enemies/scapegoats as a unifying
cause

The most significant common thread among these regimes was the use of
scapegoating as a means to divert the people’s attention from other problems,
to shift blame for failures, and to channel frustration in controlled
directions. The methods of choice—relentless propaganda and
disinformation—were usually effective. Often the regimes would incite
“spontaneous” acts against the target scapegoats, usually communists,
socialists, liberals, Jews, ethnic and racial minorities, traditional national
enemies, members of other religions, secularists, homosexuals, and
“terrorists.” Active opponents of these regimes were inevitably labeled as
terrorists and dealt with accordingly.
4. The supremacy of the military/avid militarism

Ruling elites always identified closely with the military and the industrial
infrastructure that supported it. A disproportionate share of national resources
was allocated to the military, even when domestic needs were acute. The military
was seen as an expression of nationalism, and was used whenever possible to
assert national goals, intimidate other nations, and increase the power and
prestige of the ruling elite.
5. Rampant sexism

Beyond the simple fact that the
political elite and the national culture were male-dominated, these regimes
inevitably viewed women as second-class citizens. They were adamantly
anti-abortion and also homophobic. These attitudes were usually codified in
Draconian laws that enjoyed strong support by the orthodox religion of the
country, thus lending the regime cover for its abuses.
6. A controlled mass media

Under some of the
regimes, the mass media were under strict direct control and could be relied
upon never to stray from the party line. Other regimes exercised more subtle
power to ensure media orthodoxy. Methods included the control of licensing and
access to resources, economic pressure, appeals to patriotism, and implied
threats. The leaders of the mass media were often politically compatible with
the power elite. The result was usually success in keeping the general public
unaware of the regimes’ excesses.
7. Obsession with national security

Inevitably, a
national security apparatus was under direct control of the ruling elite. It was
usually an instrument of oppression, operating in secret and beyond any
constraints. Its actions were justified under the rubric of protecting
“national security,” and questioning its activities was portrayed as
unpatriotic or even treasonous.
8. Religion and ruling elite tied together

Unlike
communist regimes, the fascist and protofascist regimes were never proclaimed as
godless by their opponents. In fact, most of the regimes attached themselves to
the predominant religion of the country and chose to portray themselves as
militant defenders of that religion. The fact that the ruling elite’s behavior
was incompatible with the precepts of the religion was generally swept under the
rug. Propaganda kept up the illusion that the ruling elites were defenders of
the faith and opponents of the “godless.” A perception was manufactured that
opposing the power elite was tantamount to an attack on religion.
9. Power of corporations protected

Although the
personal life of ordinary citizens was under strict control, the ability of
large corporations to operate in relative freedom was not compromised. The
ruling elite saw the corporate structure as a way to not only ensure military
production (in developed states), but also as an additional means of social
control. Members of the economic elite were often pampered by the political
elite to ensure a continued mutuality of interests, especially in the repression
of “have-not” citizens.
10. Power of labor suppressed or eliminated

Since
organized labor was seen as the one power center that could challenge the
political hegemony of the ruling elite and its corporate allies, it was
inevitably crushed or made powerless. The poor formed an underclass, viewed with
suspicion or outright contempt. Under some regimes, being poor was considered
akin to a vice.
11. Disdain and suppression of intellectuals and the
arts

Intellectuals and the inherent freedom of ideas and expression
associated with them were anathema to these regimes. Intellectual and academic
freedom were considered subversive to national security and the patriotic ideal.
Universities were tightly controlled; politically unreliable faculty harassed or
eliminated. Unorthodox ideas or expressions of dissent were strongly attacked,
silenced, or crushed. To these regimes, art and literature should serve the
national interest or they had no right to exist.
12. Obsession with crime and punishment

Most of
these regimes maintained Draconian systems of criminal justice with huge prison
populations. The police were often glorified and had almost unchecked power,
leading to rampant abuse. “Normal” and political crime were often merged
into trumped-up criminal charges and sometimes used against political opponents
of the regime. Fear, and hatred, of criminals or “traitors” was often
promoted among the population as an excuse for more police power.
13. Rampant cronyism and corruption

Those in
business circles and close to the power elite often used their position to
enrich themselves. This corruption worked both ways; the power elite would
receive financial gifts and property from the economic elite, who in turn would
gain the benefit of government favoritism. Members of the power elite were in a
position to obtain vast wealth from other sources as well: for example, by
stealing national resources. With the national security apparatus under control
and the media muzzled, this corruption was largely unconstrained and not well
understood by the general population.
14. Fraudulent elections

Elections in the form of
plebiscites or public opinion polls were usually bogus. When actual elections
with candidates were held, they would usually be perverted by the power elite to
get the desired result. Common methods included maintaining control of the
election machinery, intimidating and disenfranchising opposition voters,
destroying or disallowing legal votes, and, as a last resort, turning to a
judiciary beholden to the power elite.

NOTE: The above 14 Points was written in 2004 by Dr. Laurence Britt, a political scientist. Dr. Britt studied the fascist regimes of: Hitler (Germany), Mussolini (Italy), Franco (Spain), Suharto (Indonesia), and Pinochet (Chile).

The idea for the establishment of a U.S. Department of Peace and Non-violence can be traced back to debates by the framers of the U.S. Constitution. George Washington declared in 1783 in his “Sentiments on a Peace Establishment” that “a large Army in time of Peace hath ever been considered dangerous to the liberties of a Country”.[1] An essay on the establishment of a peace organization was written in 1792 by Dr. Benjamin Rush, a physician, educator, and signer of the Declaration of Independence. His proposal called for the establishment of a "Peace Office" which was to be on equal footing with the "War Office". It saw an urgent need for the establishment of "an office for promoting and preserving perpetual peace in our country" in order to maintain the greater welfare of "these United States." But it also called for free schools for youth "carefully instructed in reading, writing, and arithmetic, and in the doctrines of a religion of some king", distributing free Bibles at public expense, and putting a sign over the door of the War Department proclaiming "An office for butchering the human species".[1]
The Kucinich proposal
In July 2001, Ohio Rep. Dennis Kucinich introduced a U.S. Department of Peace and Non-violence legislation to Congress though it is unclear how similar his version of a Department of Peace and Non-violence would be to that of the founding fathers. The September 11 attacks several months later put the idea on hold.
Kucinich proposed a U.S. Department of Peace and Non-violence again (House Resolution 1673) in April 2003; the legislation enjoyed the support of 75 co-sponsors and is endorsed by groups including Amnesty International and the National Organization for Women.
This bill includes several additional proposed mandates which would go beyond the existing mandates of the US Institute of Peace. Some highlights among the areas of proposed additional responsibility include:
Teach violence prevention, conflict resolution skills and mediation to America's school children in classrooms as an elective or requirement, providing them with the communication tools they need to express themselves beginning in elementary school through high school.
Provide violence prevention programs addressing domestic violence, gang violence, drug and alcohol related violence, and the like.
To effectively treat and dismantle gang psychology.
To rehabilitate the prison population.
To build peace making efforts among conflicting cultures both here and abroad.
To support our military with complementary approaches to ending violence.
Monitoring of all domestic arms production, including non-military arms, conventional military arms, and of weapons of mass destruction.
Making regular recommendations to the US President for various arms reductions strategies.
Assumption of a more proactive level of involvement in the establishment of international dialogues for international conflict resolution (as a cabinet level department).
Establishment of a US Peace Academy, which among other things would train international peace-keepers.
Development of an educational media program to promote non-violence in the domestic media.
Monitoring of human rights, both domestically and abroad.
Making regular recommendations to the President for the maintenance and improvement of these human rights.
Receiving a timely mandatory advance consultation from the Secretaries of State, and of Defense, prior to any engagement of US troops in any armed conflict with any other nation.
Establishment of a national Peace Day.
Participation by the Secretary of Peace as a member of the National Security Council.
Expansion of the national Sister City program.
Significant expansion of current Institute of Peace program involvement in educational affairs, in areas such as:
Policy reviews concerning crime prevention, punishment, and rehabilitation,
Implementation of violence prevention counseling programs and peer mediation programs in schools,
Also, making recommendations regarding:
Battered women's rights,
Animal rights,
Various other "peace related areas of responsibility".
Proposed funding for a U.S. Department of Peace and Non-violence would initially come from a budget that is defined by the violence-prevention bill as, "at least 1 percent of the proposed federal discretionary budget, FY 2008 of which 53% is already allocated to the Department of Defense (budget)". Whether or not the chairman of the US Institute of Peace would be promoted to a cabinet level position, or whether an entirely new position would be created, is not addressed by this bill.
Kucinich continues to actively promote and lobby for this legislation.
Kucinich has also stated if he could pick anyone to head this department he would pick Jimmy Carter.
